Set the meeting sidebar to display in dark mode. (Recommendation Setting)

Default setting is enabled. If this setting is enabled, the side panel in meeting will display dark mode. If this setting is disabled, the side panel appearance will follow setting. If this setting is not set, client will use default setting.

This policy has no additional user input fields.
