Always show video preview dialog when joining a video meeting (Recommendation Setting)

Default policy is false. If this policy is true, client will always show video preview dialog when joining a video meeting. If this setting is false, client will never show video preview dialog before joining any meeting. If this policy is not set, client will use default setting or user setting.

This policy has no additional user input fields.
