Set the proxy detect interval in seconds (Recommendation Setting)

Default setting value is 0. If this policy is set, client will use to set the proxy detect interval and will enable PAC cache. If this policy is 0, client will use the hardcode detect interval 30 min. If this policy is not set, client will use the default setting.
