Set proxy server to client with PAC URL

Supported OS tags: WindowsXP

Default policy is empty. If this policy is a valid string, client will adopt the proxy setting as the PAC URL pointed. If this setting is empty, client will use other proxy settings. If this policy is not set, client will use the default setting.
